Federal statutes prohibit discrimination in programs and activities that receive Federal financial assistance from the Department of Education. Investigative Criteria provide that a hostile environment must exist of significant magnitude in order to determine a violation of Civil Rights Codes. Administrative procedures have determined that violence against persons is the only significant mitigating factor in administering sanctions.
